Each year, millions of Americans receive tax refunds, both federal ones, distributed by the Internal Revenue Service (IRS), and state ones, which are handled and sent by the various local tax agencies. The state of Colorado is one of them, which is now sending the 2025 TABOR refunds, corresponding to the 2024 fiscal surplus.
Taxpayers who have already filed their state tax returns are receiving the amounts, while those who request an extension will be able to do so until October 15, 2025, according to the Colorado Department of Revenue.
TABOR Tax Refunds: Who Qualifies
The individual amount depends on adjusted gross income (AGI) and marital status. For example, a single person with an AGI of up to $53,000 received in 2024 up to $177, while a married couple within the same range will get $354. The upper ranges reach up to $565 for singles and $1,130 for married people, according to official data published in October 2024.
Refunds are processed automatically when you file your 2024 tax return (Form DR 0104) or the PTC application for landlords or tenants. Unlike previous years, such as 2022 with the Colorado Cash Back program, separate checks will not be issued – the funds will be rolled into the overall tax refund.
Those who file returns after April 15, 2025 – the standard deadline – but before October 15 will receive their TABOR once their application is processed. However, keep in mind that filing your tax returns late can have consequences in the form of fines or tax penalties.
Payment is made by direct deposit or check, depending on the option chosen when filing. Taxpayers without Social Security can use an ITIN to access the benefit.

For single people:
- AGI of $0 to $53,000: $177
- AGI of $53,001 to $105,000: $240
- AGI of $105,001 to $166,000: $277
- AGI of $166,001 to $233,000: $323
- AGI of $233,001 to $302,000: $350
- AGI above $302,000: $565
For married couples filing jointly:
- AGI of $0 to $53,000: $354
- AGI of $53,001 to $105,000: $480
- AGI of $105,001 to $166,000: $554

Steps to claim the TABOR 2025 refund
- Submit 2024 state return before April 15, 2025 (if you submitted a request for an extension of the deadline, check if it was granted)
- Include form DR 0104 or PTC, as appropriate.
- Verify bank details for direct deposit.
- Check refund status in Revenue Online (Income Tax Department portal).
Non-filers of low-income taxes must complete the PTC application by June 30, 2025 to receive TABOR. The agency reports an average processing time of 6-8 weeks after submission.
According to the Colorado Legislative Analysis Office, the rebates will inject $1.2 billion into the state economy in 2025. Experts suggest using these funds to pay off debt (34% of recipients), save (29%) or cover essential expenses (37%), according to a Rocky Mountain PBS survey.
